Best friend issue... i really my best friend?

I've been in love with my best friend for a while now. when i told him He told me he had to think, he didnt want to ruin our friendship, but there is chance for the future. I didnt want to wait forever, so i tried to move on with other boys. (Although i still really like him). He has told people he was really upset when i was with another boy. He's the sweetest boy and shows me all the flirty signs. It is obvious he feels this way about me too. I dont know what to do, i don't wanna be the one to bring it up again. he's not hooking up/dating any ohter girls, so it's not like he just wants me as back up. we havent talked about it in a while but i'm not gong to tell him agian and make a fool of myself, cuz it would come off agressively cuz i already did this earlier. But its like i wont be happy if im not with him and i just dont know what to do??
